The United States has announced a new wave of sanctions against Russia’s two largest oil companies, aiming to push Moscow toward serious peace negotiations over the ongoing war in Ukraine.
The move follows U.S. President Donald Trump’s decision to postpone a planned meeting with Russian President Vladimir Putin in Budapest, citing a lack of progress in their discussions.
"Every time I speak to Vladimir, I have good conversations — and then they don’t go anywhere,” Trump told reporters.
A Shift in U.S. Policy Toward Moscow
While experts believe the immediate economic impact on Russia may be limited, the sanctions signal a significant shift in Trump’s foreign policy. The president had previously stated he would hold off on sanctions until European nations stopped purchasing Russian oil.
The Kremlin responded by claiming Russia was “immune” to the measures, insisting the sanctions would not alter the country’s economic stability.

“The sanctions show real support,” Zelensky said. “If more nations take similar action, peace will become possible.”
Targeting Russia’s Oil Giants
According to U.S. Treasury Secretary Scott Bessent, the new sanctions focus on Russia’s major oil producers Rosneft and Lukoil both accused of funding what he called the Kremlin’s “war machine.”
Bessent stated that the measures were necessary due to “Putin’s refusal to end this senseless war,” emphasizing that financial pressure was one of the few remaining tools available to encourage diplomacy.
Trump Hopes for a Breakthrough
President Trump expressed hope that the sanctions could serve as a turning point in the conflict.
"I just felt it was time. We waited a long time,” he said. “This is a tremendous sanctions package — and I’d be happy to lift it if Russia takes steps toward peace.”
While the effectiveness of the sanctions remains to be seen, the decision marks one of the most assertive U.S. policy moves on Russia since Trump took office — and could reshape the dynamics of peace negotiations in the months ahead.
